Gary was a Senior Project Director at the Human Services Research Institute (HSRI). Before joining HSRI in 2001, Gary served fourteen years (1987) as Director of Special Projects for NASDDDS. He also held senior state government management positions in Illinois and Colorado.

Gary's knowledge and expertise were widely known and valued. He is the author of the CMS Quality Framework and the 1915 (c) Home and Community Based Waiver application as well as numerous other publications and manuals. Gary was known for helping states figure out how best to employ Medicaid to support people with developmental and other disabilities in the community.

A scholarship fund for public managers in Gary's name has been established at the National Leadership Consortium on Developmental Disabilities (NLCDD) in Newark, Delaware. If you wish to send a donation, make checks payable to:
