Introduction

Leaders of state/local service systems for people with developmental disabilities face enormous internal and external challenges as they look toward the future. Among the most prominent of these challenges are declining state budgets coupled with increased demands for expanded services, higher payment rates, enhanced quality, improved work force stability and other service delivery reforms. To operate successfully in this environment, state program administrators must be prepared to address the 21st Century challenges associated with improving the overall performance of public MR/DD service systems. What tools are available to assist contemporary system managers in orchestrating the complex yet essential elements that lead to a coherent service delivery process? How can a state MR/DD program director initiate and sustain momentum toward positive, person-centered outcomes and desired systemic reform when so many of the critical social, political, economic and demographic forces that shape the public policy agenda are outside his or her direct control?

Organizational Format

Intra-Organizational Meetings. The first day of the meeting, Wednesday, November 13, will be devoted largely to intra-organizational activities. During the morning, the NASDDDS Board of Directors will meet. The Directors’ Forum will be held that afternoon, with participation limited to state directors and designed members of their staffs. The tentative Forum agenda already has been shared with state directors (see Bob Gettings’ October 16 memo to all state directors for details). The Forum agenda will focus on some of the major policy issues of the day, and also offer the membership a chance to learn about several initiatives that the Association has underway.

Opening Reception. A cash bar reception will be held on Wednesday evening to give meeting participants an opportunity to greet old friends and make new acquaintances in an informal atmosphere.

Opening Plenary Session. The opening plenary session on Thursday will feature two keynote speakers, Robert Scanlon, the Chief of the Office of Quality Management and Performance within the newly formed U.S. Transportation Security Administration, and Colleen Weick, Executive Director of the Minnesota Governor’s Council on Developmental Disabilities.

Drawing upon his vast quality management experience in the public and private sectors, Mr. Scanlon will illustrate the importance of designing inclusive management systems that are truly responsive to customer demands. During his remarks he will frame the key considerations, concepts and strategies a public manager needs to keep in mind as he or she goes about the complex task of building a service delivery system that produces maximum benefits for its intended target population. In the process, he will demonstrate how the Baldrige principles of management can be applied to improve overall organizational performance.

A widely respected practitioner of Total Quality Management concepts, Mr. Scanlon was instrumental in designing and implementing the CustomerPerfect! program, the U.S. Postal Service’s Baldrige-based management system. He also has held key management posts with the Southern Pacific Lines and Caterpillar, Inc. A senior member of the American Society for Quality, Mr. Scanlon has served on the Board of Examiners of the Malcolm Baldrige National Quality Award Program.

Colleen Wieck will follow with a description of the Minnesota DD Council’s widely praised application of the Baldrige principles to improving the quality, appropriateness and accessibility of services to people with developmental disabilities in her state. Nationally known and respected for her innovative spirit and commitment to bettering the lives of people with developmental disabilities, Ms. Weick is the creator of the “Partners in Policy” program, an initiative piloted by the Minnesota council fifteen years ago that has since spread to 46 states and a number of foreign countries. The Council’s Baldrige initiative was one of the earliest attempts nationwide to apply National Quality Performance criteria to the developmental disabilities service sector.

Breakout Sessions. The remainder of the Annual Meeting program will be built around a series of small breakout sessions where presenters from six states that have successfully applied management principles and processes will discuss the strategies they have used to adapt to the challenges of a dynamic service delivery environment, and maintain momentum despite barriers to ensure the availability of supports to people with developmental disabilities. The staff has reserved a block of rooms at the Hilton Alexandria Old Town. The special sleeping room rate for meeting participants is $119 a night, excluding local taxes. Be sure to mention that you are with the NASDDDS 2002 Annual Meeting so that you receive the special, reduced room rate. The cut-off date for reservations is October 25, 2002. So, to avoid any last minute hassles, be sure to make your reservations well in advance of the meeting.

Driving Directions (from Hilton Web site)

From the North (New York/Baltimore): Take I-95 South across the Woodrow Wilson Bridge to US-1 North. Turn left onto King Street and the hotel will be on the right side.

From the South (Richmond): Take I-95 North and veer off onto the Capital Beltway (495 North/95 North towards Baltimore). Continue on I-95 North and Exit at 2B (Telegraph Road). Stay to the right and exit onto 236 East (Alexandria Downtown). Stay straight to go onto Telegraph Road. Stay straight to go onto Duke Street. Turn a slight left onto Callahan Drive. Turn right onto King Street and hotel will be on the left side.

From the East: Take US-50 West, to the Capital Beltway. Go across the Woodrow Wilson Bridge to Exit 1 (US-1 North). Turn left onto King Street and the hotel will be on the right side.

The registration fee is $250 for state directors, state agency program staff, and local developmental disability authority managers and $350 for all other registrants.
