Linda Rolfe Receives NASDDDS Censoni Award

The NASDDDS Board of Directors presented Linda Rolfe with the Ben Censoni Award during the association's 2010 Annual Conference in Alexandria, Virginia. Ms. Rolfe is Director of the Division of Developmental Disabilities (DDD) in Washington state and has worked in the field of developmental disabilities for more than 40 years.

The Ben Censoni Award for Excellence in Public Services is the only award that recognizes public officials who strive to improve the lives of people with developmental disabilities. The award is named after the late Ben Censoni, former developmental disabilities director for Michigan and Chair of the Association's Governmental Affairs Committee. Ben's motto was "People are what really matter."

"Linda Rolfe's exemplary leadership as a state director is what the Censoni Award is all about," said Ken Ritchey, President of the NASDDDS Board of Directors. "It's excellence in public leadership demonstrated throughout her career. She has, in particular, taken a progressive role in promoting community employment in the state of Washington. This has enabled many individuals to become more independent and self-sufficient. She is a role model for the country."

Ms. Rolfe has consulted with several states on employment issues for people with disabilities and authored an article, "Employment in Washington State," published in the Alliance for Full Participation's newsletter and in NASDDDS' Community Services Reporter this past year.

State developmental disabilities service systems have been profoundly affected by the current national economic recession. State tax revenues have been dropping since 2008, and it is likely that we will face a permanent reduction in state revenues that will require a rethinking of the scope and size of government programs. The challenges facing state services systems are enormous.

Leaders with a solid set of values, however, who apply what they know really works and who have a commitment to innovation will create a new future. It may be a different future than we all might have imagined just a few years ago, but it will be a good future for people with developmental disabilities and their families.

Moving into the future, state agency leaders will need to do three things:

Strengthen Values - Values must be the foundation for decisions and actions. State leaders must affirm values and consciously infuse them into thinking and practice, particularly during times of stress.

Do What Works - State leaders have to be aggressive about implementing strategies that we know work and must stop doing what we know does not work. We cannot afford to do otherwise.

Innovate - State leaders must create and implement new approaches and strategies to long-standing difficult problems. Supporting people with challenging behaviors and mental illness, serving self-advocates who have gotten involved with the criminal justice system, knowing the right interventions for children and adults with autism, getting people jobs in the general workforce at competitive wages, and finding alternatives to 24-hour staff residential programs demand our best thinking and intense efforts.

The 2010 Annual Conference will again be held at the Hotel Monaco Alexandria. Centrally located in downtown Alexandria, Hotel Monaco offers easy access to the historic and contemporary sights and sounds of Alexandria and nearby Washington D.C.
