Best Practice, Expected Practice, and the Challenge of Scale
Michael W. Smull, Mary Lou Bourne, and Helen Sanderson (April 2010)

Most state developmental disabilities (DD) systems have attempted to nurture the development and application of innovative practices through pilot projects and demonstrations that have defined desired best practice outcomes. While progress has been made, the challenge to move typical practice toward best practice, to take best practice to scale remains. To do this, state leaders need to operationally define expected practice and create positive pressure for change through a set of actions that move typical practice toward best practice. This paper explores our understanding of the meaning of best practice, reviews the lessons learned from thought leaders who have taken change to scale and offers a new way of thinking about expected practice.

Policy Insights Bulletins Volume 1, Issues 1-3
by Bob Gettings former NASDDDS Executive Director (2009)

Workers First
Employment First policies represent a significant step in states’ efforts to improve integrated employment outcomes for persons with developmental disabilities receiving publicly financed support. This paper by Chas Moseley, NASDDDS Associate Executive Director, outlines some of the steps taken by NASDDDS member state agencies to implement comprehensive policies that prioritize employment in integrated settings as the preferred day service alternative. (2009)

Maintaining a Focus on Employment in Tough Economic Times
By David Hoff, Institute for Community Inclusion, University of Massachusetts Boston and Molly Holsapple, Oregon Office of DD Services with Rie Kennedy-Lizotte and Charles Moseley, EdD, NASDDDS. (March 2009)

How to Manage in an Economic Downturn
Nancy Thaler, Chas Moseley, Robin Cooper, and Kara LeBeau. The current economic downturn places unprecedented pressure on NASDDDS member state agency directors to manage shrinking resources and implement cost-cutting measures in ways that have not been experienced in recent times. Although the nation as a whole has undergone three “official” economic recessions during the past thirty years, individual states and regions have had to respond to several periods of economic stagnation or decline that resulted in budget and service cutbacks. In each case, state developmental disabilities agency administrators have acted to minimize the impact of the financial shortfalls on the people with developmental disabilities and families receiving publicly financed supports. (December 2008)

State Strategies for Determining Eligibility and Level of Care for ICF/MR and Waiver Program Participants
by Ric Zaharia and Charles Moseley, presents the results of a survey of state developmental disabilities agency officials regarding the policies, procedures employed by their states to determine eligibility and the annual level of care for individuals receiving services furnished through Medicaid waiver and Intermediate Care Facility programs. (July 2008).

Money Follows the Person: Population, Functional, and Quality Indicators for People with Developmental Disabilities
by Nancy Kirchner and Charles Moseley, was completed last Fall under a contract with CMS to gather information on key population data elements currently kept by the states on individuals receiving developmental disabilities services. (September 2007).

Medicaid and Case Management for People with Developmental Disabilities: Options, Practices, and Issues (Revised), Robin E. Cooper, NASDDDS, May 2006. In 1998, NASDDDS published a monograph titled, Medicaid and Case Management for Persons with Developmental Disabilities authored by Gary Smith and Robin Cooper. Since that time, Medicaid case management policy and practice has continued to evolve with the publication of the new HCBS waiver template and recent changes to case management regulations in the 2005 Deficit Reduction Act. We have reedited and updated the 1998 publication to reflect the most current federal regulatory changes and the new issues affecting states in the delivery of Medicaid financed case management services to individuals with developmental disabilities. The publication discusses the implications of new policies and provides reference materials from federal regulations and publications. (Price $35)

Having It Your Way: Understanding State Individual Budgeting Strategies. In response to the growing demand for self-directed services, state developmental disabilities agencies have begun to use individual budgets as a cornerstone of their efforts to help persons with disabilities to gain control over their lives. While interest in this subject is strong, until now very little comparative, cross-jurisdictional information has been available regarding the individual budgeting methods used by the states.

To address this information gap, NASDDDS is pleased to announce the availability of the latest publication in its "Special Studies Initiative" series. Entitled Having It Your Way: Understanding State Individual Budgeting Strategies, this report summarizes the findings and conclusions of an 18-month study of individualized funding methodologies currently being employed by state developmental disabilities service systems.

This groundbreaking analysis summarizes the findings of nationwide survey conducted by NASDDDS in mid-2002. It also contains an in-depth analysis and comparison of individual budgeting practices in nine, selected states. (Price $30)

Closing the Gap: Addressing the Needs of People with Developmental Disabilities Waiting for Supports, Gary A. Smith, NASDDDS, "A Special Studies Initiative" Report, May 1999. This groundbreaking report: (a) summarizes current knowledge concerning the dimensions of the waiting list gap, including the reasons behind the interstate variations in access to services as well as the complex factors driving present and future service demand patterns; (b) describes the various state-level initiatives that are underway across the country to close the service gap, plus the strategies that are being used and the linkages that are being drawn to broader system reconfiguration efforts; (c) analyzes the various state approaches to establishing and maintaining waiting lists, including how states use related data for strategic planning purposes; and (d) pointing out the effects of federal Medicaid policies on the states' capacity to meet demand for home and community-based supports. The report also explores the implications of pending litigation (including Doe v. Chiles in Florida, L.C. v. Olmstead in Georgia and similar suits in five other states) on future state efforts to close the waiting list gap. (Price $25)
