Employment First policies represent a significant step in states efforts
to improve integrated employment outcomes for persons with developmental
disabilities receiving publicly financed support. This paper by Chas Moseley,
NASDDDS Associate Executive Director, outlines some of the steps taken by
NASDDDS member state agencies to implement comprehensive policies that prioritize
employment in integrated settings as the preferred day service alternative.

How
to Manage in an Economic Downturn
Nancy Thaler, Chas Moseley, Robin Cooper, and Kara LeBeau. The current economic
downturn places unprecedented pressure on NASDDDS member state agency directors
to manage shrinking resources and implement cost-cutting measures in ways
that have not been experienced in recent times. Although the nation as a whole
has undergone three official economic recessions during the past
thirty years, individual states and regions have had to respond to several
periods of economic stagnation or decline that resulted in budget and service
cutbacks. In each case, state developmental disabilities agency administrators
have acted to minimize the impact of the financial shortfalls on the people
with developmental disabilities and families receiving publicly financed supports.

Medicaid
and Case Management for People with Developmental Disabilities: Options, Practices,
and Issues (Revised), Robin E. Cooper, NASDDDS, May 2006. In 1998, the
Association published a monograph titled, Medicaid and Case Management for
Persons with Developmental Disabilities authored by Gary Smith and Robin Cooper.
Since that time, Medicaid case management policy and practice has continued
to evolve with the publication of the new HCBS waiver template and recent
changes to case management regulations in the 2005 Deficit reduction Act.
We have reedited and updated the 1998 publication to reflect the most current
federal regulatory changes and the new issues affecting states in the delivery
of Medicaid financed case management services to individuals with developmental
disabilities. The publication discusses the implications of new policies and
provides reference materials from federal regulations and publications. (Price:

Having
It Your Way: Understanding State Individual Budgeting Strategies.
In response to the growing demand for self-directed services, state developmental
disabilities agencies have begun to use individual budgets as a cornerstone
of their efforts to help persons with disabilities to gain control over their
lives. While interest in this subject is strong, until now very little comparative,
cross-jurisdictional information has been available regarding the individual
budgeting methods used by the states.
To address this information gap, NASDDDS is pleased to announce the availability of the latest publication in its "Special Studies Initiative" series. Entitled Having It Your Way: Understanding State Individual Budgeting Strategies, this report summarizes the findings and conclusions of an 18-month study of individualized funding methodologies currently being employed by state developmental disabilities service systems.
This timely, groundbreaking analysis summarizes the findings of nationwide survey conducted by NASDDDS in mid-2002. It also contains an in-depth analysis and comparison of individual budgeting practices in nine, selected states. (Price $30)
