Medicaid HCBS Authorities

The Medicaid program offers multiple options for states to provide home and community-based services (HCBS). These options, collectively known as the HCBS authorities, afford states multiple avenues to offer Medicaid financed HCBS services including waivers and state plan amendments. The Centers for Medicare and Medicaid Services (CMS) also has programs providing states with financial incentives to expand HCBS and reduce reliance on institutional services.
