Medicaid services have been available to be delivered via telehealth in states for decades, and some state
Medicaid programs have been innovators and early adopters of telehealth for the delivery of services, often
paying for care via telehealth not traditionally covered by Medicare. The COVID-19 Public Health Emergency
(PHE) has substantially accelerated the utilization and interest in telehealth within state Medicaid programs.

CMS also issued an electronic toolkit regarding telehealth and telemedicine for Long Term Care Nursing Home Facilities to respond to the need to limit the spread of community COVID-19. CMS has broadened access to Medicare telehealth services so that beneficiaries can receive a wider range of services from their doctors without having to travel to a healthcare facility.
