SALARY
• Range 75 ($45,981.60 – $77,008.80 Annually).
• Salary will be commensurate with experience. Limitations apply to current State employees.

MINIMUM QUALIFICATIONS
• Bachelor’s degree in human resource management, business administration, public administration, or a related field.
• 36 months or more experience in professional personnel management.
• 12 months or more experience in a supervisory or administrative capacity.
OR
• Completed a working test period as a Personnel Specialist II or a Personnel Assistant III.
• 36 months or more experience in professional personnel management.
• 12 months or more experience in a supervisory or administrative capacity.
• Preference will be given to applicants with the above experience in an agency with the State of Alabama.
KIND OF WORK
• Provides administrative and technical assistance for a variety of daily human resources functions.
• Coordinates the performance appraisal and annual raise processes for the Central Office.
• Coordinates and performs special leave cases such as FMLA, State Employee Injury Compensation, Military Leave, etc.
• Supervises the employees performing the technical aspects of the performance appraisal and personnel transaction processes.
• Assists with the provision of technical assistance to facility personnel staff.
• Serves as the custodian of personnel records.
• Performs annual, quarterly, and monthly reporting requirements.
• Serves as liaison between State Personnel and ADMH facility personnel offices regarding processing personnel actions.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of federal and state laws, rules, and regulations pertaining to human resource management.
• Knowledge of State Personnel policies, rules, and regulations.
• Ability to plan, organize, direct, and evaluate the work of others.
• Ability to read and interpret various federal and state guidelines and regulations.
• Ability to communicate effectively both verbally and in writing.
• Ability to coordinate and supervise various HR functions.
• Ability to work independently.
• Ability to gather, correlate, and analyze facts and recommend solutions.
• Ability to meet, interact, and effectively work with supervisors, associates, division heads, employees, state and local officials, and the public.
