Position Summary & Responsibilities

Position Summary:

This position is primarily responsible for oversight of all aspects of Home and Community Based Waiver Programs including: FE, TBI, IDD, PD, Autism, TA and SED, as well as oversight of  Aging Services and Nursing Facility/Adult Care Home program and rate setting. Additionally, this position is responsible for and quality review and quality assurance activities of the HCBS and OAA/SCA programs.

Job Responsibilities may include but are not limited to the following:

Home and Community-Based Services

This position is primarily responsible for oversight of Home and Community Based Waiver Programs including: FE, BI, DD, PD, Autism, TA and SED. Additionally, this position is responsible for and quality review and quality assurance activities for the seven HCBS waiver programs.

The Position is responsible for helping to ensure individuals are served in the right place, right time and right amount, including ensuring folks are served in the least restrictive setting that meets their needs.

This position serves to facilitate the development of State program policies that support, secure, and maintain quality community programs/services for aging individuals and individuals with disabilities within the operating agency (KDADS) and within State/ Federal guidelines.

Assures federal and state waiver dollars and Medicaid and Medicare dollars are available to Kansas citizens by meeting state and federal assurances and requirements mandated by the state and Centers for Medicaid and Medicare Services (CMS).

Nursing Facility & Adult Care Home Program & Rate Setting

Develop, monitor, evaluate and direct programs within the commission responsible for establishing, calculating and auditing nursing facilities and other adult care home rate setting.

Develop commission policy, procedures and regulatory interpretations in accordance with agency objectives, state and federal law.

Coordinate commission activities with other state or federal agencies, including providing liaison or support services.

Provide in-depth legislative analysis and written testimony for bills affecting health facilities and present testimony as requested by the Secretary for Aging and Disability Services (KDADS).

Aging Services

Direct a variety of community-based programs for the aging population through contracts and grants of state and federal funds. The programs administered include Older Americans Act, congregate and home-delivered meals, caregiver programs, in-home services, and Senior Care Act services.

Oversee and implement grants that assist individuals who are aging or have a disability under Senior Health Insurance Counseling for Kansas (SHICK), Senior Medicare Patrol (SMP), and MIPPA. The SHICK program assists individuals with questions related to Medicare. The SMP program educates the community about reporting Medicare/Medicaid and health-care fraud and abuse, and how to identify and report scams.

Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary. 


Minimum Qualifications:

  • At least 10 years’ experience in administration/management, planning, developing, implementing and coordination of programs/ services for the elderly and disability populations.
  • This position requires day travel and some overnight travel. Overnight travel is expected less than 25% of the time.
  • Must be able to tolerate variable work schedules and variable work hours and 24/7 availability for emergency needs.
  • Valid Kansas Driver’s License.
  • Experience with or work in health care setting/medical field, Medicaid Programs, or Managed Care Health Systems Demonstrated experience in personnel and program management.
  • Demonstrated experience in management of multi-million dollar publicly funded programs.
  • Demonstrated ability to understand, interpret and apply Federal laws and State statutes/regulations.
  • Demonstrated leadership ability at the administrative level with extensive knowledge of public programs and Kansas government systems, specifically Medicaid funded home and community based waiver programs.
  • Demonstrated ability to plan, assign and supervise the work of a multidisciplinary staff as necessary in order to accomplish agency goals and mission.
  • Ability to establish and maintain effective working relationships with lay and professional groups, public and private officials, consultants, contractors, and the general public.
  • Ability to identify and analyze problems and to select, implement and evaluate solutions.

Preferred Qualifications:

  • Experience in quality enhancement efforts in a large community-based service agency.
  • Experience with implementing and coordination of home and community-based waiver programs/ services; and/ or other public programs/ services at the State or community level.
  • Experience in analysis of individualized performance outcome standards.
  • Demonstrated ability to organize, evaluate, coordinate/ facilitate the work of groups and individuals.
  • Experience in risk management application.
  • Excellent interpersonal/public skills and ability to express one’s self clearly and effectively, both in writing and orally.
  • Demonstrated experience Word, Excel, PowerPoint, Access with proofreading, editing, attention to detail.
  • Master’s Degree in Business or Public Administration, Health Care Policy/Education, or related/relevant area of study.
