Position Summary & Responsibilities

Position Summary:

This office of Personnel Services (OPS) position is assigned primarily to the Kansas Department for Aging and Disability Services (KDADS) and housed within Osawatomie State Hospital (OSH).  This position oversees all Human Resources (HR) functions within OSH.

This position maintains the guidelines, instructions, procedures and time lines for the OSH’s HR department’s multiple sub-programs, provides ongoing guidance, clarification or instruction and makes modifications as may be required.  In addition, this position analyzes operations of the programs and activities to determine their effectiveness.  This position gathers resources to meet the needs of employees, customers and KDADS.  This position communicates program/activity information to employees, supervisors and administrative staff at OSH, in addition to KDADS’ central HR office.

Job Responsibilities may include but are not limited to the following:

HR Personnel Management

The incumbent directly supervises HR staff assigned to OSH.  Responsible for accurate data collection in all Human Resources (HR) areas, including employee injuries, turnover and vacancy rates, etc.  Provides employee related data and/or analysis to the Superintendent and KDADS’ central office, as necessary.  The incumbent keeps OSH Superintendent and the Interim HR Director for State Hospitals informed, as necessary on all employee situations defined above.

The incumbent conducts HR meeting with OSH employees, as needed.  In addition, he/she is responsible for presenting HR policies/procedures, the Memorandum of Agreement (MOA) and/or training to maintain HR efficiency.  The incumbent attends KDADS’ HR meetings, as requested.  Overall, the incumbent consults with KDADS’ central HR office about HR personnel management as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.

EEO/AA, Diversity Management

Interprets laws, rules, regulations and policies related to Equal Employment Opportunity (EEO) and manages the EEO program for OSH to confirm compliance with Federal and State laws.  The incumbent advises agency administrators, managers, supervisor and staff on issues pertaining to diversity as it relates to Age Discrimination in Employment Act, Title VII of the Civil Rights Act of 1964, Equal Employment Opportunity/Affirmative Action (EEO/AA), sexual harassment and other laws and issues involving diversity and employment rights to confirm fair and equitable treatment of OSH employees, applicant and customers.

Investigates and responds to external and internal EEO complaints regarding allegations of unfair treatment of an applicant, candidate or employee based upon the person’s age, race, religion, national origin, place of birth, color, gender political affiliation, veteran status, sexual harassment or a hostile work environment.  Oversee and/or conduct interviews of all parties involved, witnesses or others and obtain written statements as appropriate in investigation of allegations received or under direction of the Interim HR Director for State Hospitals.  Consult with the Interim HR Director for State Hospitals on the preparation of formal responses to complaints.  Writes investigative reports, including recommendations for appropriate course of action and resolutions to verify proper outcomes, which OSH legal department reviews and approves.  Overall, the incumbent consults with KDADS’ central HR office about EEO/AA and diversity management as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.

Master List/Positions

This position manages the OSH Master List of employees by continually compiling and maintaining information. The list is used to confirm all positions within OSH have the correct position number, FLSA status, incumbent name and salary.  Assists in identification of positions to be reallocated, abolished or requested in the annual budget planning process.

The incumbent resolves issues related to reallocation requests by working with OSH supervisors, the Superintendent and KDADS’ central HR office.  The incumbent monitors department specific processes to reduce turnover and increase retention and makes recommendations for changes pertaining to positions.  These proposals and recommendation are based on the needs of OSH as determined by consultation with the Superintendent and the Interim HR Director for State Hospitals.  Reviews, maintains and verifies there is a current and accurate position description on file for each position at OSH within compliance of the State of Kansas’ current classification system. Identifies and prepares the personnel aspects of the budget.  Confirms the hospital’s organizational charts are accurate and periodically updated to reflect changes made in the staff plan.  Overall, the incumbent consults with KDADS’ central HR office about the Master List for OSH position as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.

Recruiting

Monitors, maintains and executes the established recruitment and salary processes specified by KDADS’ central HR office for OSH.  Monitoring entails the compliance of the selection procedures sot that they do not conflict with KDADS policies, State personnel rules and regulations and Federal and State EEO requirements.  The incumbent discusses appointments and salary recommendation with OSH Superintendent and the Interim HR Director for State Hospitals.  The incumbent also confers with department heads and KDADS’ central HR office in actively recruiting hard-to-fill vacancies in classified or unclassified positions, in order to maintain adequate staffing levels for OSH.  IF there are difficulties with resolving staffing problems this position should consult with the Superintendent and KDADS’ central HR office.  Furthermore, the incumbent should collaborate with area business/community resources to attract new people to the facility.

Employee Relations

The incumbent provides individualized consultations, guidance, assistance and discipline to managers and employees on a variety of work-related matters, as necessary.  The incumbent works directly with OSH supervisors to facilitate processes confirming an ethical, fair, and consistent management approach within OSH.  This position serves as mediator and primary contact for managing disputes between state employees through facilitated discussions or alternative dispute resolution.  The incumbent collaborates with the Interim HR Director for State Hospitals) and legal staff to provide performance management consultation on progressive discipline to managers and employees.  The incumbent is responsible for constructing all formal letters regarding performance management, progressive discipline and grievances for OSH in conjunction with KDADS Legal.  Afterward the incumbent meets with the employee(s) and supervisor(s) regarded in the letter and reviews/counsels them about the proceeding events and their options.  Administers the employee evaluation appeal process and grievance process.  In addition, the incumbent evaluates turnover, performance trends and exit interviews to provide solutions to managers, the Superintendent and KDADS’ central office.  Overall, the incumbent consults with KDADS’ central HR office about the employee relations, as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.

Payroll Management

The incumbent supervises the payroll function for OSH.  Makes certain the payroll procedures are correctly performed and that OSH HR staff complete payroll functions on time so deadlines set by KDADS’ central HR office and Department of Administration are met.  Makes sure the necessary reports and on-line check transactions are completed and done correctly.  Verifies compliance with Federal/State regulations and validates no payroll fraud takes place.  Overall, the incumbent consults with KDADS’ central HR Office about the management of payroll as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.

Labor Relations/KOSE

Prepares and coordinates facility responses to appropriate requests made by the Kansas Organization of State Employees (KOSE) as specified in the memorandum of agreement.

Participates as a member of the management team in meet and confer session with employee organizations.  Provides information regarding OSH to the organization spokesperson and explains personnel policy.  Persons to questions and advises the Superintendent and department heads on the operation and implementation of the MOA after consultation with the Interim HR Director for State Hospitals and KDADS’ central HR office.  The incumbent assists in the resolution of formal grievances, performance evaluation appeals and possible violations of the MOA by meeting with union representatives.  In addition, the incumbent participates in negotiation sessions during contract renewal periods with the Interim HR Director for State Hospitals.  Trains supervisors on the MOA to verify they are aware of and understand the articles negotiated.  Overall, the incumbent consults with KDADS’ central HR Office about labor relations and KOSE as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.

Benefits

The incumbent leads OSH’s benefits program in accordance with the State of Kansas and KDADS’ policies.  As requested, plans and coordinates benefits meetings for the facility.  Serves as KPERS Designated Agent for OSH.  As requested, consults one-on-one with staff about benefits, as necessary.  The incumbent is to respond to benefits questions from staff and maintains knowledge and understanding of benefits related regulations.  Overall, the incumbent consults with KDADS’ central HR Office about benefits as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.

Security Clearance/Background Checks

Oversees OSH’s tiered security clearance/background check process.  The position confers with KDADS legal and OSH Superintendent on applicants/employees’ security clearance status.  Overall, the incumbent consults with KDADS’ central HR Office about security clearances as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.

Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary. 


Qualifications

Minimum Qualifications:

  • The incumbent must be granted security clearance from the Kansas Bureau of Investigation (KBI) and Federal Bureau of Investigation (FBI).
  • Experience in planning, directing, organizing, managing or administering personnel or human resource functions are preferred.
