Job Duties

In an environment that is informed by recovery oriented, trauma informed, and person centered principles of care, CCCA serves children and adolescents by providing high quality acute psychiatric evaluation, crisis stabilization, and intensive short-term treatment that empowers children and their families to make developmentally appropriate choices and that strengthens children’s hope, resilience and self esteem. A major function of this position is to create a culture of safety within a high reliability organization that enables both staff and the persons served to achieve the best outcomes, and that fosters collaboration among all hospital stakeholders including persons served, their families, staff, community-based peers, regional providers, and advocates. This position has management responsibilities to assure effective and efficient hospital operations including inpatient clinical services, administrative, finance, human resources, performance improvement, risk management, human rights compliance, legal affairs, and public relations. The position requires active participation and collaborative action with all 40 community services boards (CSBs) in the Commonwealth, which provide mental health, substance use disorder, and developmental services.

Required Qualifications: The successful candidate must have demonstrated ability to successfully lead comprehensive behavioral health services and administrative business operations for a complex, multi-faceted in-patient hospital; comprehensive knowledge of the development, implementation, operation and evaluation of human services systems and programs; of federal and state programs, services, laws, and regulations governing the DBHDS state hospitals; and of program management. The candidate must have knowledge of administration of comprehensive child and adolescent mental health clinical programs; considerable knowledge of the principles, theories, and concepts of leadership and management, of person-centered planning or recovery, of fostering high reliability and a culture of safety in a health care setting. The successful candidate must have demonstrated experience and knowledge of: leading inpatient psychiatric services for children and adolescents with mental illness; supervising mental health professionals from varied disciplines to provide treatment that is person centered, trauma informed, and evidence based; managing clinical, administrative and business operations of a mental health hospital; directing the work of technical and administrative staff; leading and effectively collaborating with a network of diverse groups and public/private community based treatment programs and providers; and using data to plan, implement, and evaluate programs and operations. The successful candidate must also demonstrate through previous work experience an ability to provide leadership and effectively communicate with children and adolescents, their families, all levels of hospital staff, and community-based providers.

Preferred Qualifications: A graduate or postgraduate degree in human services, business/public/hospital administration and experience leading a child and adolescent behavioral health organization; or extensive, progressively responsible executive level experience in leadership, administrative management, and public or private experience in behavioral health services; or must be licensed or eligible for licensure by the Virginia Board of Medicine, VA Controlled Substance Registration (Board of Pharmacy) and DEA, certification by the American Board of Psychiatry and Neurology or equivalent and have extensive experience in administration and business operations leading a behavioral health organization
