HRSA Announces Provider Relief Fund Payments Targeted at Medicaid Providers
The Health Resources and Services Administration (HRSA) has announced that it will distribute approximately $15 billion from the Provider Relief Fund to eligible providers that participate in state Medicaid and CHIP programs. Examples of providers serving Medicaid/CHIP beneficiaries possibly eligible for this funding, include pediatricians, obstetrician-gynecologists, dentists, opioid treatment and behavioral health providers, assisted living facilities, and other home and community-based services providers.
To be eligible for this funding, health care providers must not have received payments from the $50 billion Provider Relief Fund General Distribution and either have directly billed their state Medicaid/CHIP programs or Medicaid managed care plans for healthcare-related services between January 1, 2018, to May 31, 2020.
HRSA is launching an enhanced Provider Relief Fund Payment Portal that will allow eligible Medicaid and CHIP providers to report their annual patient revenue, which will be used as a factor in determining their Provider Relief Fund payment. Providers should be prepared to submit significant data through the application. This information includes, but is not limited to:
- Most recent income tax return for 2017, 2018, or 2019
- Gross revenue
- Losses related to COVID-19
- Payer mix
- Payments received through the Small Business Administration’s Paycheck Protection Program (PPP)
- Payments received by FEMA
- Full-time equivalent (FTE)
The Medicaid Targeted Distribution methodology will be based upon 2% of (gross revenues * percent of gross revenues from patient care) for CY 2017, or 2018 or 2019, as selected by the applicant and with accompanying submitted tax documentation. Payments will be made to applicant providers who are on the filing TIN curated list submitted by states to HHS or whose applications underwent additional validation by HHS.
In a recent all-state call sponsored by the Centers for Medicare and Medicaid Services (CMS), Department of Health and Human Services (HHS) officials made it clear that the order in which providers enter their information into the portal will not impact whether they get a payment or the amount of the payment, but the deadline to submit an application for the Medicaid Provider Relief Fund is July 20, 2020. Payments will be disbursed on a rolling basis, as information is validated.
