Ohio Introduces Capitol Housing Plan
The provision of safe, affordable and accessible housing is a major area of emphasis of DODD and with this allocation, the following priorities were identified:
The development of community housing for persons with developmental disabilities who are, or will be receiving waiver services in the following categories; in no particular priority order:
Purchase of Housing (Includes existing and new construction)
- Persons leaving a state operated developmental center;
- Persons leaving a private or county operated ICF/IID;
- Persons at risk of being placed in a developmental center or ICF/IID;
- Persons on a County Board’s Waiting List for Waiver Services.
Funding of Housing
DODD will apply the following criteria for funding the purchase of existing or new construction of homes.
- DODD will fund up to 120% of a county’s median home value as determined by the Ohio Development Services Agency.
- The purchase price of the home cannot exceed 110% of the appraised value of the home.
Residential Renovation Projects (RRP)
RRP funds are available for existing homes previously funded by the CCA program, as well as for homes that are being purchased during this biennium and need renovations/modifications to meet the needs of the resident(s) moving into the home. As per Administrative Rule, the cost of an RRP cannot exceed 35% of the appraised value of the home. With acceptable justification and the Director’s approval, the cost may go up to 75% of the appraised value of the home.
