The ETEN: Advancing Technology Innovation in LTSS

As states and territories continue exploring how technology can strengthen and modernize Long-Term Services and Supports (LTSS), collaboration across policy leaders and technology partners is increasingly critical. The Enabling Technology Engagement Network (ETEN), launched by NASDDDS and ADvancing States, creates a structured space for this collaboration to occur, supporting innovation while addressing implementation and policy considerations.

Jeanine Zlockie, who leads NASDDDS’ engagement in the ETEN, shared insights on the network’s purpose and impact:

What is ETEN, and why did NASDDDS and ADvancing States partner to launch it?

The ETEN is a collaborative initiative designed to transform and modernize LTSS through cutting-edge technology and strategic partnerships so that technology is leveraged to empower individuals with greater choice and control. NASDDDS and ADvancing States started this network to address the challenges state members from both organizations were identifying when implementing impactful technological solutions across Medicaid and LTSS systems.

What tangible benefits are states and vendors seeing from engaging with ETEN?

Benefits for states include building knowledge about technology solutions, sharing best practices in technology solutions used across the country to elicit innovation, as well as discussing any policy barriers to implementation.

Technology vendors benefit from connecting with policymakers and industry leaders, showcasing solutions at premier NASDDDS and ADvancing States events to build awareness, connect with policymakers and industry leaders to shape policies that drive innovation opportunities, and discuss any challenges vendors are facing in this market to improve collaboration opportunities across states.

As technology evolves, what role do you see ETEN playing in shaping the future of LTSS?

The ETEN will help shape the future of LTSS because it is committed to discussing additional federal policy solutions with CMS to streamline the adoption of technology for all.

Can you recall a moment that reinforced for you why ETEN matters?

I do not think there is one moment. The ETEN leads with the notion that technology is the bridge to build one strong, modern support system, and that at the heart of this modernization is the belief that every person, regardless of age or ability, can use technology to support their good life on their terms, making informed choices. This is truly what matters to us as we support the work of the ETEN.
